Zoning Bylaw Update – WPCL Advocacy Pays Off!
After four full days of public hearings, Edmonton City Council wrapped up debate on the Zoning Bylaw amendments at 5:15 p.m. on Tuesday, July 8. WPCL was there every step of the way.
You may recall that WPCL supported a series of amendments aimed at improving regulations for mid-block row housing in RS zones, including:
- Reducing building length (front to back)
- Limiting entrances to two per side
- Requiring front units to look and feel like a front-facing home
- Increasing side setbacks for walkways, window wells, and drainage
- Reducing the number of units from 8 to 6
We’re happy to report that most of these changes were approved! In particular, the limit of two side entrances – a WPCL supported chain – was adopted by Council. This change will help reduce conflicts between neighbours in infill areas.
The proposal to reduce the number of units from 8 to 6 was narrowly defeated (6-5 vote, with 2 councillors absent). However, Council passed a motion directing administration to conduct further analysis and engagement on the appropriate unit count. A report with recommendations is due by Q2 2027.
Another motion – also aligned with WPCL input – calls for further work on entrance design for properties that abut flanking public walkways or alleys, with the same 2027 timeline. WPCL had urged Council to allow more entrances on flanking sides to reduce impacts on adjacent neighbours. This idea is now officially on the radar.
