Public Hearing on April 7 – WPCL’s Position – How Residents Can Participate

On April 7, City Council will hold a public hearing on the proposed rezoning of 11723 – 84 Ave, located in the interior of Windsor Park. The Windsor Park Community League (WPCL) opposes this rezoning and will speak against it at the hearing.

We encourage residents to share their views by writing to City Council or attending the public hearing.

Background

BM Homes has applied to rezone the property from Small Scale Residential (RS Zone) to Small Medium Scale Residential (RSM Zone). The RSM Zone is meant to provide a transition between higher-density buildings and smaller-scale residential areas. However, this lot is not in a location identified for additional density under the City of Edmonton’s policies.

The City of Edmonton’s planning department does not support this rezoning because it does not align with the Scona District Plan and District Policy bylaws, which City Council approved last fall.

WPCL’s Position on the Rezoning

The Windsor Park Community League is opposed to rezoning 11723 – 84 Ave for the following reasons:

  • The property does not meet the criteria for higher density under the City of Edmonton’s plans and policies.
  • It is surrounded by single-family homes and does not act as a transition between higher- and lower-density areas.
  • The lot can already be redeveloped within the current zoning.
  • Other locations in Windsor Park are better suited for rezoning to meet the City’s density goals—such as along arterial roads or near employment centres. Spot zoning this property is unnecessary.
