Update on Westrich Rezoning Application – Windsor Park Shopping Centre

As reported a few weeks ago, the application to rezone the Windsor Park Shopping Centre and 2 adjacent properties on 117th for an abutting 4-storey building was filed with the City at the end of July. The application would accommodate a high-rise development (25-storey slim tower surrounded by a 4-storey podium), underground parking for residents, and some surface parking for visitors. The rezoning application also calls for closing the existing east-west alley and creating a new alley north of the site to provide a buffer between the project and the single-family houses on 117th St. The project includes commercial at lower levels of both developments and residential above. Note that, per the Scona District Plan and District Policy, the Windsor Shopping Centre is located in the University-Garneau major node where high-rise developments are allowed, and the 117th St properties are located where additional height and scale can be considered.  As of the Labour Day weekend, the league and nearby neighbours had not yet been notified by the City about the rezoning application. The league learned recently that the City planner has asked for additional information from the developer. After this is received and reviewed, the rezoning notice will be sent, and a sign will be posted at the site. The postcard notice starts the engagement process with the City. The league’s planning committee will continue to engage on this rezoning application and and the league will keep Windsor Park residents informed about the rezoning process, including opportunities to provide input and the public hearing date.
