The Tripartite Licence Agreement is a 10-year land use agreement between the City of Edmonton (CoE), The Edmonton Confederation of Community Leagues (EFCL), and The Windsor Park Community League (WPCL). It gives the community league permission to use City-owned land and facilities. It also allows them to manage spaces like the community hall, rink, or park space on behalf of residents.
