Proposed 116th Street Rezoning

On August 19th, Windsor Park neighbours met to discuss Westrich’s proposed rezoning of 4  lots on 116th Street, the planning policies that apply, and how residents can participate before City Council considers the application.

What Is Proposed 

• Westrich has acquired 4 contiguous lots on 116th Street and is looking to rezone them from single-family residential use to RMH23.
• The propose discussion was a 6-storey building approx. 230ft long and 131 ft wide, with approx 150 units.
• The meeting heard that the rezoning application, rather than the finalised building design, is still under consideration.  The actual building design, unit mix, and number of bedrooms remain unknown’ no project specific drawings were made available or referenced at the Info Meeting.
• Community League hosts Joe Miller (WPCL Civics Director) said that Westrich has purchased multiple homes nearby over the last 2+ years and may acquire additional properties. The outcome of this is important because it could affect future acquisition and redevelopment decisions in the area.

What Happens Next

• The next formal step is a City Council Meeting, expected in September but possibly later in October or November.
• City Admin is expected to issue a report approximately 2-3 weeks before the hearing, indicating whether it supports the rezoning,
• Participants were encourage to write to the Mayor and City Councillors and, if possible to attend the public hearing and make respectful presentations.
• It was noted that City Council will consider the application submitted by Westrich as a yes/ no decision, Council cannot impose a negotiated alternative at the hearing; a lower scale alternative would require Westrich to submit a different application if this current application were denied.

• Residents can review the applicable district plan and district policy and write to Ward papastew Councillor Janz,
