New Infill Landscaping Rules & Financial Penalties
The City of Edmonton is implementing amendments to the Zoning Bylaw (Bylaw 20001) regarding private property landscaping requirements.
Starting January 1, 2027, all new single-detached, duplex, and row housing permit applications located inside the Anthony Henday must post an upfront financial landscape security (cash or letter of credit) with the City. The City will hold these funds until the property passes a formal yard inspection; if the developer fails to finish the landscaping on time, the City will seize the funds to complete the work.
Additionally, all new row housing developments city-wide must now submit formal landscape plans and completely finish their yards within 12 months of occupancy (down from 18 months).[1, 2, 3]
These enforcement rules and upcoming climate-adaptation targets were shaped by public engagement data. You can review what residents and builders said by reading the official Zoning Bylaw One Year Review What We Heard Report.
